Housing & Redevelopment Authority

The Edina Housing and Redevelopment Authority (HRA) was established in 1974 for the purpose of undertaking urban redevelopment projects and assisting with the development of affordable housing.

The HRA has been the driving force behind the renewal of several commercial and mixed-use area for decades. Past successes include the renewal and growth of 50th & France, as well as the Edinborough Park and Centennial Lakes mixed development projects on the underused site of a former gravel pit. In addition, the HRA facilitated the development of a number of low- and moderate-income housing developments including Yorkdale Townhomes, Oak Glen, Summit Point and South Haven.

Membership and staff support
The members of the City Council serve as Commissions of the Board of the HRA. The Edina City Manager serves as Executive Director of the HRA. From time-to-time, additional services are provided to the HRA by City staff as part of their regular job duties.

History and governing documents
Minnesota's Municipal Housing and Redevelopment Act of 1947 created a Housing & Redevelopment Authority in each municipality throughout the State but mandated that the authorities withhold action until such time that the municipality determined a need for the authority to function. The City of Edina adopted a Resolution to that effect March 4, 1974, activating Edina's HRA.

Area of operation
The HRA has authority in most, but not all portions of the City. View the boundaries of the Southeast Edina Redevelopment Project Area. The HRA has taxing authority within these boundaries and may plan and carry out redevelopent projects within these boundaries.

Redevelopment districts
