Storm Water Pollution Prevention Program
The 1987 Amendments to the Clean Water Act were a two-phased comprehensive national program to address pollutants in storm water runoff. The program covers construction sites, industrial activities, and municipal storm sewer systems.
The City stormwater network is regulated under the National Pollutant Discharge Elimination System (NPDES) permit program. As required by the permit, the City has developed a Stormwater Pollution Prevention Program to better manage stormwater infrastructure and protect local water resources.

Illicit Discharge Detection and Elimination
An illicit discharge is virtually anything that didn’t originally fall from the sky as precipitation. Examples include oil, paint, grass clippings, lawn chemicals, pet waste, commercial or industrial wash water, and trash.
Check out this helpful video for examples of illicit discharges.
There are some exemptions that are allowed into the stormwater network, including clean irrigation water, sump pump discharges, water from fire-fighting activities, dechlorinated freshwater swimming pools, and residential car washing. If you’re unsure if a discharge is illicit or not, contact Water Resources Coordinator Jessica Wilson at 952-826-0445 to find out.
We need your help! If you suspect an illicit discharge, submit a work request.
The City welcomes comments on the Stormwater Pollution Prevention Program (SWPPP). You may submit comments at any time to Jessica Vanderwerff Wilson, Water Resources Coordinator, at jwilson@EdinaMN.gov. You may also view the plan at the annual Open Streets on 50th event every September.
